There have been 2860 visits to the blog we have been trying to close and it is still open.  Even if half of the hits flagged the blog that should have been enough to get it locked.  I see no reason to continue flagging it.  Unless there is a delayed reaction on the part of Blogger, I think we can conclude one or both of the following:

  1. Flagging alone will not close down a blog for review, &/or
  2. Flagging does get an administrator to look at a blog and makes the decision wether or not to put the blog under review. 
I want to point out that Google Blogger states option #2 above as their procedure.  I think we can conclude that any organized attempt to close down a blog will not work without the cooperation of a Google Blogger Administrator.
